Maximum squad size

At a women's game last week Brighton fell foul of the rule stating the maximum squad size for a women's game is 18. Does anyone know the background as to why 18 is the number? I'm not complaining, but I am curious as to why women are limited to a smaller squad than men (max in a men's game is 23) when a women's team has 12 on the pitch and men only have 10.

It is in the IFWLA rules that max size is 18 (used to be 16). I know with my team 6 subs are a lot to manage. No idea on the background. Personally would prefer 10 a side and 16 in squad to increase the number of teams but hey ho thats just my opinion!

However in the north of UK, the mens squads don't play to international squad sizes and are limited to a squad of 13. (There may be some differences depending on the division.
